The national leadership is faced with an unusual challenge in appointing members to both Authorities. The Base Conversion Act mandates that the chairman and board members will be appointed by the president with the consent of the commission on appointments. According to the act they must be of good moral character, of unquestioned integrity and of recognized competence in relevant fields.

But then it may never happen and the word in Malacanang is - anybody but...?
